Regulations on the work of class teachers in primary and secondary schools

Chapter I: General   Provisions

Article 1: These Provisions are drafted so as to further advance the ideological and moral construction of minors, to strengthen the work of primary and secondary school class teachers, and to give full play to the important role of class teachers in educating students.

Article 2: Class teachers are the main implementers of daily ideological and moral education and student management in primary and secondary schools, and are the leaders of the healthy growth of primary and secondary school students, and class teachers should strive to become life mentors for primary and secondary school students.

The class teacher is an important position in primary and secondary schools, and it is an important responsibility of primary and secondary school teachers to engage in the work of the class teacher. During the period when the teacher is a class teacher, the work of the class teacher should be regarded as the main job.

Article 3: Strengthening the construction of the team of class teachers is an important embodiment of adhering to the principle of educating people and giving priority to moral education. Relevant government departments and schools should create favorable conditions for class teachers to carry out their work and ensure their treatment and rights.

Chapter II: Allocation and Selection

Article 4: Each class in primary and secondary schools shall have a class teacher.

Article 5: Class teachers are to be selected and hired by the school from among the class teachers. The term of appointment is determined by the school, and the time spent as the class teacher of a class should generally be more than one consecutive school year.

Article 6: Teachers serving as class teachers for the first time shall receive pre-job training, and the school may only hire them after meeting the requirements for selection and hiring.

Article 7: The selection and appointment of class teachers shall highlight the following conditions on the basis of the teacher's qualifications:

(1) Decent style, mental health, and being a role model;

(2) Love students, be good at communicating with students, students' parents and other teachers;

(3) Love and dedication, and have strong educational guidance and organizational management skills.

Chapter III: Duties and Tasks

Article 8 Have a comprehensive understanding of each student in the class, and deeply analyze the students' thinking, psychology, learning and living conditions. Care for all students, treat every student equally, and respect students' personality. Adopt a variety of ways to communicate with students, carry out targeted ideological and moral education, and promote the all-round development of students' morality, intelligence, physical and aesthetics.

Article 9: Conscientiously do a good job in the daily management of the class, maintain the good order of the class, cultivate students' sense of rules, responsibility and collective honor, and create a collective atmosphere of democracy, harmony, solidarity and mutual assistance, and health and progress. Supervise class committee and team work.

Article 10: Organize and guide the development of various forms of class activities such as class meetings, team meetings (days), recreation, sports and entertainment, social practice, and spring (autumn) outings, pay attention to mobilizing students' enthusiasm and initiative, and do a good job in safety protection.

Article 11: Organize and do a good job of evaluating students' overall quality, guiding students to earnestly record their growth records, realistically assessing students' conduct, and making recommendations for rewards and punishments to the school.

Article 12: Communicate frequently with classroom teachers and other faculty and staff, take the initiative to contact students' parents and students' communities, and strive to form a joint educational force.

Chapter IV: Treatment and Rights

Article 13: Schools should give full play to the backbone role of class teachers in education management work, and pay attention to listening to the opinions of class teachers.

Article 14: The workload of class teachers is to be included in the basic workload of teachers according to half of the local teachers' standard class workload. All localities should reasonably arrange the class teacher's class workload to ensure that the class teacher does a good job in class management.

Article 15 The allowance of the class teacher shall be included in the management of performance salary. In the distribution of performance-based pay, it is necessary to favor the class teacher. For the class teacher who bears the workload of overtime, the class teacher's allowance shall be paid with the overtime subsidy.

Article 16: Class teachers have the right to adopt appropriate methods to criticize and educate students in their daily education and teaching management.

Chapter 5 Cultivation and Training

Article 17: Administrative departments for education and schools should formulate plans for the training of class teachers, and organize the training of class teachers.

Article 18: Teacher education institutions shall undertake the task of training class teachers, and shall set up a training direction for primary and secondary school class teachers in the professional degree education of master of education.

Chapter VI: Evaluation, Rewards and Punishments

Article 19: The administrative departments for education shall establish a scientific evaluation system for the work of class teachers and a system of rewards and punishments. Teachers who have been engaged in the work of class teachers for a long time or have made outstanding contributions in the position of class teachers are regularly commended and rewarded. In the selection of school management cadres, priority should be given to outstanding class teachers who have been engaged in the work of class teachers for a long time.

Article 20: The school establishes a file on the work of class teachers, and regularly organizes the evaluation of class teachers. The evaluation results serve as an important basis for teacher appointment, reward and promotion. Those who are unable to perform the duties of the class teacher shall be transferred from the post of class teacher.

Chapter VII Supplementary  Provisions

Article 21: All localities may, on the basis of these provisions and in consideration of actual local conditions, formulate specific implementation measures for the work of primary and secondary school class teachers.

Article 22: These Provisions shall come into force on the date of promulgation.
